“This is my heartiest wish that a Special Centre of Aligarh Muslim University (AMU) must be in the Kishanganj district of Bihar”, the AMU VC Prof P.K. Abdul Azis has shared this feeling in almost all the meetings and open forum. On September 5, 2011 the AMU VC had once again repeated the same saying during a quick chat with members of AMU Centre Bihar Movement (a group of people from Bihar and Jharkhand for the cause of AMU Centre Kishanganj). Prof Azis shared the current status of the proposed centre and hurdles ahead as well.
According to the AMU VC, he is going to retire in January 2012 so all the official formalities to open the centre at Kishanganj should be finished before he leave the university. In fact, he has some concern and said it can’t be expected the next VC would take ahead the idea of opening the Study centres of AMU out of Aligarh or not. Hence, it is necessary to fulfill the formalities in this short span of time. As of now, a local resident of Kishanganj Mr. Afzal has offered 250 acres of land free of cost for opening the AMU Study Centre. The AMU VC and his team had visited the land in July 2011 along with the District Magistrate of Kishanganj Dr. Sandeep Kumar R Pudakalkatti. Both the AMU Team and District Administration found the land offered by Mr. Afzal ideal for AMU Study Centre.
However, in his latest update the AMU VC had told that a group of local leaders and business minded people (indirectly land mafias) are asking DM Kishanganj not to offer the land to AMU. The reason given by that section is that the piece of land is far from the district headquarters Kishanganj and close to West Bengal. They give the illogical reason opening of the centre in Mr. Afzal’s land at Pothia block will be more of West Bengal instead of Kishanganj. As Murshidabad in West Bengal already has a centre, so opening of AMU Centre will be in West Bengal as well.
Fact is that, the land offered by Mr. Afzal is situated in Pothia Block of Kishaganj and hardly 20 kms. away from district headquarters Kishanganj. There is a tea garden on the land and it is very well connected to NH 31 and other parts of Kishanganj district. The main reason behind just illogical mindset is indirectly the loss of land mafias. Just after the declaration of Chakla Village (in the outskirts of Kishanganj town) as the site of AMU Special Centre, the land brokers bought several acres of land and now they are not getting buyers due to relocation of the proposed centre to Pothia. Hence, they are taking help of local leaders and active activists for shifting the attention from Pothia to Chakla.
While talking with the members of AMU Centre Bihar Movement, AMU VC had clearly mentioned only the Pothia land is suitable for the centre. According to him, the DM of Kishanganj is ready to transfer the land to AMU for the centre, but the local pressure from the section of opportunist people is delaying the further action. Prof Abdul Azis asked the AMU Centre Bihar Movement group to resolve the land issue on immediate basis by taking the local leaders and opposition group in faith.
Based on the recommendation of AMU VC an urgent meeting was called on September 6, 2011 at Milli Model School (Jamat-E-Islami Complex) in Abul Fazal Enclave, New Delhi. The members discussed the areas of concern and jotted down the plan of action ahead. The group had decided to arrange a grand reception in New Delhi for Mr. Afzal (donor of land), AMU VC and a representative from Bihar Government might be Chief Secretary or Home Secretary who can order the DM Kishanganj to end the land deadlock. If the three parties unanimously accept the proposal the issue of land transfer can be easily resolved. Besides these, the group decided to add more and more people and other groups working for the cause of AMU Centre Bihar. People working on ground level in Kishanganj would also be supported by AMU Centre Bihar Movement group.
In short, only a couple of months have left for resolving the land transfer issue in Kishanganj. Very shortly, the name of new VC will be announced for the Aligarh Muslim University. And no one is sure, whether the new VC would carry ahead the proposal of AMU Centre in various parts of the country or not. Hence, opening of AMU Centre is not only the issue of Kishanganj or Seemanchal area. The people from all over Bihar and Jharkhand should come ahead to resolve the issue on immediate basis. AMU Centre Kishanganj is not going to benefit only a section of society, in fact, it is going to help the whole state of Bihar in various ways especially education and economy. If we will not wake up now and take the initiative, we ourselves would be responsible for our dismal condition.
